Councilmember Tom Thomas

Councilmember Tom Thomas has lived in Upland with his wife Ann for 25 years. All three of their daughters attended Upland schools, and Tom and Ann recently welcomed granddaughter, Alia Murphy into the family. Councilmember Thomas has been involved in insurance and risk management for 25 years with Insurance Incorporated, a company that provides all forms of insurance for businesses and individuals.
Councilmember Thomas served on the Upland Planning Commission from 1987 to 1990. He was then elected to the Upland City Council in 1990 and served as Mayor Pro Tem from 1992 to 2003. Councilmember Thomas serves as Chairman of the Police and Fire Committee and is a member on the Public Works Committee. He serves as Chairman of the San Antonio Water Company Board of Directors. He is also a member of the Upland Sister City Association, Upland Library Board, Main Street Upland, Inc., Independent Cities Risk Management Authority, Pomona Valley Protective Authority, Six Basins Watermaster, Traffic Safety Advisory Committee, Upland Community Foundation, Upland Police Foundation, Upland YMCA Board, Water Facility Authority, West End Water Company, and is an alternate member of the Inland Empire Utility Agency Policy Committee. Councilmember Thomas has also served on the Tour de Foothills Committee since its inception in 2005 which has grown from about 250 to over 600 bicyclists.
