Councilmember Ken Willis has resided in Upland with his wife Jane and daughter since 1977. After serving in the Vietnam War he graduated from Cal Poly Pomona and later obtained a Masters degree in Urban Studies from Occidental College in Los Angeles. He worked as a city planner and later as Executive Vice President of the Building Industry Association of Southern California. Councilmember Willis is President of the League of California Homeowners (LCH), a not-for-profit public benefit association, which is a resource center for contractor screening services for the general public, financial institutions and major utility companies.
His previous public service includes terms on the California State Water Resources Control Board as well as the California Regional Water Quality Control Board for the Santa Ana River. He was a founding director and continues to serve on the Board for the Upland Partnership for Child Development. Over the years, Mr. Willis has served on various advisory and planning committees ranging from the County of San Bernardino, South Coast Air Quality Management District, and the Southern California Association of Governments.
Councilmember Willis was elected to the City Council in 2000 and served as Mayor Pro Tem from 2005 to 2006. He serves as Chairman of the Public Works Committee and is a member of the Police & Fire Committee. Councilmember Willis is Chairman of the Chino Basin Water Master Board as well as the Inland Empire Utility Utilities Agency Policy Committee. He is also a member of the West End Consolidated Water Company as well as the San Antonio Water Company. Councilmember Willis was instrumental in developing a program for recognition of Upland residents serving in the United States Military.
