City Manager's Bio

Robb Quincey

Dr. Quincey has over 25 years of executive management experience in the business/public sector and currently serves as City Manager for the City of Upland, California.  Prior to his service to the City of Upland, Dr. Quincey served the City of Hesperia, California as City Manager for five years.

Previously, Dr. Quincey was principally employed at the Inland Empire Utilities Agency as Chief Executive Officer.  During his career, he has honed his expertise in local government, utilities, business economics, strategic financial planning, and importantly, became a local advocate for business development opportunities in California.

Dr. Quincey’s experience with government is more broad than service as an executive.  He has served as an elected official and has served in other elected/appointed capacities, such as a Planning Commissioner for the City of Chino, California.  Most recently, Dr. Quincey served as the President of the Board for the Monte Vista Water District, – serving for more than 13 years.  Dr. Quincey currently serves on the Board of Directors for Vineyard Bank, as well as Casa Colina Centers for Rehabilitation.

Dr. Quincey received his Doctorate in Public Administration with emphasis in Economics and Organizational Development from the University of La Verne in 1987.  He also received a Master of Public Administration from the University of South Dakota at Vermillion in 1983 and Bachelor of Arts Degree in Public Administration and Political Science from the University of Minnesota in 1981.  Dr. Quincey completed post-doctorate education at Harvard University, Stanford University and, the University of California at Berkeley.  He also serves as an Adjunct Professor in the Department of Public Administration at the University of La Verne.

Dr. Quincey has received numerous awards over his career including the Outstanding Senior Administrator Award for 1996-97 from the American Society of Public Administration (ASPA), the Conservation Partnership Award and, the California Association of Sanitation Agencies (CASA) Award for Innovation.  He has also written articles in various trade journals, including most recently PM – ICMA’s Public Management Magazine.

Stemming from his roots as a country boy born and raised in the Midwest, Dr. Quincey has long been involved in various Agri-business enterprises, currently an owner of a dairy farm.  Dr. Quincey lives in Upland.
