The City of Upland is alive and well! As we come to end of one fiscal year, the City is preparing next year’s budget and spending plan for City Council consideration in mid-June. Featured on the front of the Upland Today are highlights of the Mayor’s State of the City Address that detail the accomplishments of the past year, as well as setting the vision for the future.

Along those lines, it was my honor to facilitate a goal setting workshop with the City Council this past month. This interactive public meeting allowed me to share staff’s proposals with the City Council, as well as solicit feedback from the Council on the City’s current course and action plan.

Upland is very fortunate to have such dedicated elected officials and staff members working for you, our corporate stockholders, each and every day. To bridge with you and share vital information, this letter will address the highlights of our goal setting workshop. The focus of the workshop centered on the proposed Capital Improvement Plan (CIP). Staff will be proposing an aggressive Capital Improvement Plan (CIP) this next year that will be presented to the City Council for consideration with the proposed City budget in mid-June. Pending fiscal review and Council adoption, the City’s proposed CIP includes the following projects:

• Upland Fire Station 164 near Campus Avenue and 19th Street – $4.5 million

• Upland Animal Shelter at Memorial Park – $2 million

• Upland Children’s Library – $1.5 million

• Phase II of the Upland Basin Expansion Project to alleviate storm water flows and promote local water recharge – $10 million

• Phase II of the San Antonio Park Improvements – $2.6 million

• San Antonio Storm Drain from 13th Street to Arrow Highway including new pavement – $5.2 million

• 11th Street Improvement Project from Benson Avenue to Dewey Way – $5.6 million

• 8th Street Rehabilitation from Benson to San Antonio Avenues – $3.5 million

• Benson Avenue Storm Drain near 15th Street – $1.2 million

• Citywide Concrete Sidewalk Repair – $1 million

• 15th Street and Benson Avenue Water Reservoir Demolition and Site Enhancement – $500,000

• Comprehensive Update of the City’s General Plan and Airport Master Plan – $810,000

• Historic Lemon Growers’ Exchange Building Rehabilitation – $900,000

• Historic Downtown Upland Revitalization in concert with CIM Group – $2 million

• Historic Downtown Upland Parking Lot Rehabilitation – $75,000

• Upland Citywide Housing Programs – $800,000

• New Little League Baseball Field at Citrus Park – $700,000

• New Exercise Room at the Gibson Senior Center – $550,000

As you can tell, the proposed CIP is a monumental work plan for the City of Upland. This list is not all inclusive – rather it is just a sampling of the magnitude of projects that we prepare for City Council consideration on your behalf. Additionally, due to limited finances and competing priorities, the projects on this proposed list may not be included in the final approved CIP.

It is my hope that you, your family, friends and neighbors enjoy a safe and happy summer. We enjoy a lifestyle in Upland and throughout Southern California that basks in the warmth of summer. In the spirit of our new recreation efforts, we invite you to partake in all the City offers our citizens – including the new “Get Fit Upland” program detailed herein.
