POP - Problem Oriented Policing Team

In January, 1995, with the assistance of a federal grant, the Upland Police Department formed the Problem Oriented Policing Team, or POP. The POP/Code Enforcement Team's mission is to form partnerships with residents and the business community to identify high crime/problem areas within the City and to then implement long term solutions to these problems.

The POP/Code Enforcement Team's philosophy of "long term solution" is a relatively new concept to traditional law enforcement. Instead of being reactive to community concerns, the POP/Code Enforcement Team draws upon a variety of community resources to proactively find permanent solutions to our community's troubles.

The POP/Code Enforcement Team is comprised of a Sergeant who supervises the team's activities, two Police Officers (currently vacant), three non-sworn officers assigned to Code Enforcement and one Business License Inspector.

The Upland Police Department's POP Team/Code Enforcement is committed to making this city a safe and enjoyable place to live and conduct business.

Without the joint participation of the police department and the public, this commitment can not be realized. With the implementation of the department's POP Team/Code Enforcement, the City of Upland has laid the foundation for this partnership to flourish and to help maintain the city's motto of "The City of Gracious Living."

The POP/Code Enforcement team is now located at 130 S. Mountain Ave. Suite J in the Millers Outpost shopping center. The office hours are 7:30 AM to 5:00 PM Monday through Thursday. The receptionist can be reached between these hours at (909) 946-9333.
