The Community Development Block Grant is an annual grant that the City of Upland applies from the US Department of Housing and Urban Housing (HUD). Funding is granted on a formula basis and is to be used to satisfy at least one of three national objectives: 1. Benefiting low-and moderate-income persons, 2. Preventing or eliminating slums or blight, 3. Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs. HUD awards grants to entitlement community grantees. Entitlement communities develop their own programs and funding priorities, giving maximum feasible priority to activities that benefit low and moderate-income persons.
Entitlement communities use the awarded grants to carry out various community development activities. These activities are to be directed toward revitalizing neighborhoods, economic development, and to providing community facilities and services.
CDBG funds may be used for activities such as:
Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.
