The City of Upland elected (by resolution no. 6846 on August 11, 2025) to participate with the State of California Uniform Construction Public Cost Accounting Act ("CUPCCAA") pursuant to Ordinance No 2000 of the Upland Municipal Code.  The procedures below provide for an alternative when the City performs public project work by contract.

 WHAT IS CUPCCAA?

 The California Uniform Public Construction Cost Accounting Act ("CUPCCA") provides for alternative bidding procedures when an agency performs public work by contract pursuant to Section 2200, et. seq. of the Public Contract Code). 

•  Public projects of $75,000 or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order.
• Public projects of $220,000 or less may be let to contract by informal procedures.
• Public projects of more than $220,000 shall be let to contract by formal bidding procedure.

 HOW TO REGISTER

 All interested licensed contractors are invited to submit their company information for inclusion on the City's Informal Bidding Contractors List for each calendar year.  Contractors must resubmit each year.  You may apply at any time to the City's Informal Bidding Contractors List which is effective through December 31^st of each year.  The list for 2026 will be posted in the near future.

 Please note, pursuant to SB 854, no contractor or subcontractor may be listed on a bid or awarded a contract for a public works project unless registered with the Department of industrial Relations (DIR) per California Labor Code 1725.5.

 The City's Informal Bidding Contractors List will be used to notify contractors of upcoming informal public project bids.
